Detailed Explanation
Transcription is highly regulated — promoter regions, transcription factors, and enhancers determine when, where, and how much a gene is expressed. Only a small fraction of genes are active in any given cell at any time, explaining how all cells contain the same genome yet liver cells differ from neurons. Transcription regulation is disrupted in cancer, where genes that control cell division are overexpressed or silenced.
